The People's Republic of Humble is the ultimate goal of the HLA. Since houston will not allow us to remain a simple free community, all ties with Houston must be cut and an independent republic must be formed to protect the liberties of the people of Humble, the free communities allied with Humble, and kingwood. Our end goal is for the People's Republic of Humble to consist of the city of Humble, all smaller communities wishing to resist annexation, and a liberated Kingwood.

The Humble Liberation Army is an organization aimed at protecting the rights, property, values, and lives of the citizens of the independent city of Humble, as well as all peoples who are currently, or are threatened with oppression by the expansionist city of Houston.

The city of Houston has constantly expanded, and consumes all of its smaller neighbors one by one, in aggressive thrusts to gain resources, population, economic benefits, and additional tax dollars.

When Houston conquers a neighbor, the volunteer fire departments that concentrate on the safety of the people of the community, are disbanded, as are police and medical volunteer groups. They are replaced with Houston city security forces, and Houston city fire patrols. These groups have to protect Houston itself, and are openly told that Houston is their primary objective, not the lands Houston conquers, despite the policy the Houston government claims to have, that states that are conquered, or as they call it, annexed, are indeed part of Houston. Because of this, the safety of "annexed" people, is greatly reduced, while the city of Houston taxes them to pay for the security that blows them off as secondary concerns to the "more important" lives of true Houston citizens.

This expansionist aggression has most clearly been seen with the illegal and evil annexation of Kingwood, as well as the "limited purpose annexations." Not only has Houston outlawed fireworks, in a clear attempt to disarm their own citizens, and force them to forsake their Fourth of July traditions, but they have also imposed their dictatorship upon the smaller communities of Atascocita, Walden, Pinehurst, and even the city of Humble itself.

Houston's thirst for power can be tolerated NO MORE! Peaceful dialogue and nonviolent protests failed to save Kingwood from oppression. Therefore, to protect Humble, and the smaller communities in the path of Houston expansionism, the HLA formally declares war on the city of Houston. The security forces, and even the citizens of Houston, will not be safe until Humble and all other threatened communities are safe from Houston aggression. Not only that, but the violence will not stop until Kingwood is FREE!

Purpose:
This site has been created for the purpose of claiming responsibility for HLA attacks, and spreading the word of our great campaign to rid Harris County of tyranny and oppression. This way our actions will be known to the whole world.

To make clear the HLA's standing on this war, the following guidlines, rules of engagement, and examples from which to judge between acceptable and unacceptable targets and tactics will be made public both to train and guide HLA soldiers as well as educate the public so that our identity, purpose, and methods, cannot be twisted and perverted by Houstonian propaganda.


Rules for HLA soldiers. Each soldier is obliged to obey the following rules:

1. Only commanders are allowed to give an invitation to those citizens who are supporting Houston to join the way of freedom and liberty.

2. To those who leave the Houstonian Occupiers we will grant security for him and his property. But if he has some personal dispute, or somebody has some claim against him, he has to face our judiciary system.

3. Each Freedom Fighter who is in contact with supporters of The Occupation and who invites them to join our cause has to inform his commander.

4. Those who accept the invitation to join the fight against tyranny but aren't loyal and become traitors will lose their contract with us and will not be protected by us. There is no way to give them another chance.

5. A soldier who kills a Houstonian who has joined the HLA's side will lose our support. Humble law should punish him.

6. If a unit leader (or any ordinary soldier) wants to leave his district to join a unit in another district he is allowed, but he should get permission from his senior officer.

7. If a soldier captures any Houston invader without the permission of the movement leader he mustn't exchange the prisoner with another prisoner or for money.

8. No person in a position of responsibility is allowed to use HLA equipment and property for his personal interest.

9. Each soldier is responsible to his commander for the money he spends and the equipment he uses.

10. Soldiers are not allowed to sell any kind of equipment without the permission of the provincial leader in charge.

11. One group of HLA Forces is not allowed to invite troops of another group to join it in order to increase the group's membership. But if there is good reason (lack of personnel) this might be allowed. But a written permission is necessary and the soldiers who join a new group should leave their weapons with their old group.

12. Weapons or equipment confiscated from the Houstonians, or collaborators, should be evenly distributed among the HLA.

13. If someone who is working with the Houstonians wants to cooperate with the HLA, nobody is allowed to kill him. If somebody kills him he will face the Military Court.

14. If any enlisted man or officer is disturbing innocent people he should be warned by his leader. If he doesn't change his behavior he should be expelled from movement.

15. It is strictly forbidden for HLA forces to raid houses and take weapons by force from civilians without the permission of the district or provincial commander.

16. The HLA has no right to take the money or personal belongings of the people.

17. As under Humble law, HLA fighters should avoid the use of any narcotic other than alcohol and tobacco, which should be used responsibly.

18. The HLA is not allowed to take people against their will to the battlefield.

19. If a member of The Occupation, or a collaborator, wants to surrender to the HLA we can consider their conditions but the final decision has to be made by the military council.

20. People with a bad reputation or who have killed civilians during the Jihad must not be permitted to join the liberation movement. But if the Military Courts forgive such a person he should stay with his unit.

21. If a soldier is found guilty of a crime and his group leader discharges him, then other HLA groups are not allowed to accept that person. If he wants to join the HLA again he should come back to his own group and ask for forgiveness first.

22. If a soldier faces an issue not described in this list, the regional commander should find a solution in consultation with the group.

23. Working for the current puppet regime is not permitted, in any form, because that provides strength to the Houstonian system. In order to strengthen the liberation movement, citizens should do business with and hire only those who oppose The Occupation and support the HLA.

24. Those who are working in the current puppet regime should be warned. If he doesn't stop he should be beaten. If they still do not stop, then they should be killed.

25. The public work programs, especially those that involve destroying parts of the Great Thicket, that come in the Occupied Communities under the Houstonian's government are just like of the government. They came here under the slogan of helping the people but in fact they are part of this regime. That's why their every activity will be banned, whether it is building a road, bridge, clinic, school or anything else. If any work program matches these conditions it should be burned. If it is told to close but doesn't it should be burned.

26. Before someone is found guilty of being a spy, and can be punished, no commander or person of responsibility is allowed to interfere. Only the district general commander is allowed to do so. In court evidence has to be brought forward that might prove the accused person to be a spy. The persons who bring forward the evidence should be a mentally well and have a good reputation. They must not have committed a big crime. The accused should be punished only after the whole case is closed and he is found guilty.

27. No lower commander is allowed to interfere in the civil, common disputes of the people. If people insist on intervention the case should be brought in front of a district or regional commander.

28. Every HLA unit is committed to keep watchful guards on duty day and night.

29. The above 28 rules are compulsory. Whoever violates any of them should be treated according the Military Courts.

This layeha is for the soldiers who are sacrificing their lives for Humble and all free and occupied communities wishing to oppose Houstonian expansionism. These are complete guidelines for the progress of the Jihad, and fighters should follow these rules. This is the responsibility of the HLA soldiers and leadership.
